Terms of Reference - HR Manager Gap Cover

Duration of Deployment: 3 months (15 July - 15 October 2011)

Location of Deployment: based in Goma, travel throughout DRC

Oxfam DRC is one of the largest Oxfam GB programmes, with 275 national and 35 international staff working in 5 provinces.

Much of the funding is from short term (12 month) humanitarian contracts which results in a high day to day workload for the HR team. The legal and cultural environment in DRC is also a challenging one from an HR perspective, with an ever-present risk of taxes or penalties from government authorities and / or expensive litigation cases from staff (or ex-staff) if errors are made. The HRM role in this environment plays a crucial risk management and mitigation role for Oxfam DRC.

·         Line manage the HR team in Goma (HR Coordinator-NatC2, Roving HR Advisor-NatD1)

·         Provide leadership and specialist advice to DRC Country Management Team and Programme Managers on HR issues, including workforce planning and budget forecasts

·         Provide support and input to Provincial teams on HR best practice and legal obligations, including recruitment, reward management, health and safety, diversity, employee relations, change management and learning and development

·         Provide professional guidance and support for HR staff-based in programme offices to ensure the fair, consistent and timely interpretation and implementation of HR policies and procedures in all field locations

·         Lead or coordinate the negotiation of favourable employment and fiscal conditions and processes with relevant Ministries and authorities

·         Ensure HR business process management (file management, GOLD HR admin system management, payroll preparation, regular management reports etc)

·         Take on the portfolio of HR cases and issues from the outgoing HRM and manage them actively with the aim of reducing Oxfam's risks whilst meeting all obligations to past and present employees

·         Provide a structured and comprehensive handover and induction to the new HRM on her arrival

·         Oversee the administration of all international recruitments, ensuring quality advertising is made in appropriate locations, and recruitment managers have all the support needed to finalize hiring of staff

Profil recherché


·         Substantial Human Resources management experience, in similar size programme and / or programmes of high complexity and / or in Oxfam GB

·         Fluent in English

·         Ability to work under pressure and in stressful situations

·         Willingness to abide by security protocols and restrictions during and out of work hours

·         Strong initiative and independence, with the ability to take the lead and shoulder considerable responsibility without recourse to additional HR support

·         Very good attention to detail

·         Willingness to travel around DRC as required


·         French, Kiswahili and / or Lingala language skills

·         Previous experience working in the Democratic Republic of Congo
